Starting this month, entry restrictions for key carriers have been eased from registration to registration, making SMEs challenging the title of “4th Service Provider”.

At the end of last year, as the National Assembly's National Science and Technology Information and Communications Commission passed a partial amendment to the Telecommunications Business Act, which included the easing of entry into new telecommunications operators, entry regulations for key telecommunications businesses were eased from licensing to registration.


Since then, the Ministry of Information and Communication announced the 5G + strategy in April and announced that it will ease the entry of new carriers by abolishing the license system for the main telecom business and easing the registration system in preparation for the proliferation of IoT in the 5G era. Telecom officials, however, said that SMEs would be difficult to register. Sejong Telecom and others have shown interest in licenses for fourth carriers, but they have been difficult to enter the market by dropping out because they did not exceed the qualified score.


Meanwhile, Innonet, which made an appearance in ``4th Service Provider '', is the flagship product of TVWS (White Space) IoT device for 9 years.


TVWS refers to idle frequencies that do not operate in the region of the television frequencies. For example, if you use frequency 14 in Seoul, but do not use it in Gyeongnam, it is classified as TVWS.


Dr. Yoo said, “Many people are using LTE, which is a wireless communication, in households, villages, livestock farms, farms, etc.  However, there is a burden of communication charges. It is difficult to establish the fiber optic communication in rural area. because there are time and money problems when installing wired communications."


According to Dr. Yoo, Innonet is unique domestic in doing business with TVWS in Korea. “There were companies that interested in TVWS, but they gave up due to the development delay of core chips. Actually, this frequency is not easy because there are disadvantages such as interference and power consumption.” Overseas, Microsoft applied TVWS to school buses. 


The TVWS Gateway was introduced last year in the forest fire monitoring and public Wi-Fi service of Gangneung Sol Hyangbo Arboretum and 120 site services (Wi-Fi, camera, environmental sensor and control, etc.) in 18 counties in Jeonnam. It is also used in mountainous Internet service in Jecheon-si, Internet and public Wi-Fi service in the island of Ansan, Yeoju camping site public Y, and marine smart farming in Tongyeong.


Overseas demand is steadily increasing. The company recently supplied products to South Africa and made meaningful cases with African countries such as Gabon, Philippines, Tanzania and Rwanda with the help of ETRI's Global Business Team.


Innonet also seeks service diversification through regulatory sandboxes. It has applied for ICT-regulated sandbox demonstration for Jecheon Cheongpungho cruise ship and 'Internet of Things service for remote mobile vehicle using UHF TVWS technology'.


The moving object moving to a fixed value, that is, a cruise ship or monorail is regarded as a fixed object rather than a moving object, and the number of mobile available channel acceptances is reduced to a fixed level. Through this, the user can benefit from cost reduction and convenience. This service has been submitted to the Ministry of Information and Communication's preliminary review after consulting with the National Institute of Information and Communications Industry (NIPA), which is a related agency of ICT regulatory sandboxes.


Dr. Yoo said, “Ships can only be viewed as fixed because they move only with fixed rules.” “If this demonstration privilege is granted, the acceptance of mobile available channels every 100m will be greatly reduced.”


Innonet considers smart farm, smart port, smart passenger ship, backpack type emergency communication network and golf course communication network as the reference that it expects after registration of '4th Service Provider'. Representative Dr. Yoo said, "The government has revised the permit system to be a registration system, so I expected small businesses to move actively."
